If this ridiculous bill becomes law the healthy person will happily pay the $400 a year penalty since it is cheaper than buying insurance. That will be a good business decision since the same bill will require an insurance company to sell the sick or injured person the policy he wants regardless of pre-existing condition.
I sure hope that is not the case... if I had $400 extra a year, I could afford to see a doc once in a while. I don't have it for that, how can I pay it as a penalty?
The biggest problem I have is this notion that insurance has to be "preventative." That's like saying a car warranty should have to cover oil changes! You take out insurance for the unforeseen. The routine you should pay out of your own pocket. If people would realize that, their cost of insurance would go down astronomically.
Of course, we also need the average American to smarten up moneywise. It never ceases to amaze me how many people making 50,000 a year are cash poor because they don't put anything aside for a rainy day. But that goes to personal responsibility, and telling people they're responsible for their own well-being doesn't seem to be PC these days.
