I am considering an opportunity in Hunt Valley, MD. I desire a minimal commute.

I have two young kids (1st grade and 5th grade), so schools are critical. Spouse will commute to Baltimore.

Looking for housing, but finding it to be VERY expensive. Need a property less than $400k.

1) What is commute to Baltimore/Little Italy area like?
2) Any information on schools would be helpful.
3) Sparks or Jacksonville?
4) What realistic options to the west?

Any assistance would be most...helpful!

You wife's commute will be a headache, since she'll have to go down I-83 all the way to downtown. The direction she will be going in both AM and PM is always heavily congested.

If you want to be kinder to your wife , I'd suggest looking in the Lutherville/Timonium area. There are some beautiful old home in "old" Lutherville (think small town), and you would have a "reverse" commute driving into Hunt Valley, going the opposite of the traffic flow. I would also look at parts of Towson north of the Beltway, around the Providence Rd area. Some quite nice homes on large lots can be had in your price range.

As far as schools go, pretty much all schools in suburban Baltimore range from good to great. I know the Lutherville feeder system is particularly good, especially Ridgely Middle.

Don't rule out Mount Washington. Your spouse would have a short commute down I-83, or he/she could use light rail. You would have a 15 minute reverse commute.

Indeed, Mt. Washington is a nice oasis within the city limits. Some good shopping there, too.
