I will be moving from a house to an apartment. I have a small/med dog who uses the paper for potty needs when i'm at work. I cannot find any apartment that has an spare bedroom or den with vinyl flooring to use that room for the doggy paper. I've only seen one apartment so far that offers a small sunroom area in the kitchen which has vinyl floor, but i would rather enjoy my sunroom for something else. And all apartments with dens have carpet in the den.

Are there any apartments which offers a small den or office room with vinyl floor??

You need to have someone walk the dog if it needs to go while you're out - it's not fair to the dog.

If i hired a "dog walker"....i would have to teach the dog to hold it in (not use the paper) untill the dog walker arrived.

If you had a choice of "holding it in, or going to the bathroom when you need to.....which would you choose? Try it for a few hours and tell me how fair that option would be?

My dog is small, and 16 years old. So i personally think using the paper is the best option for her health and happiness.

AT 16 years old it is too late to change the dogs habits. But most dogs don't have any problem fitting into a regular schedule if started young. We have had dogs 'self train' to wait because they don't want to soil their living area.

In your case I would suggest getting a large tray of some kind to put the paper in. Depending on the size of the dog a large cookie sheet/ baking pan could work. The plastic or aluminium tray that many crates have in them would be good. You might try looking at a pet store.

Since you have a small old dog, have you thought above using a boot tray? Or keep the paper in a big dog crate and allow the dog to go in there. I've never had dogs go in the house so these suggestions might not be practical.

Good job on paper training the dog. If it were me, I'd put down one of those large blue plastic tarps in the spare room and put the paper on top of that. You can also use those piddle pads they sell at the pet store. Those are good at preventing runoff but, of course, they cost more than newspaper.
