And would it apply only for traveling on Maryland roadways? If so, I can't imagine how this would be recorded accurately by GPS tracking or odometer reading. My local driving has me routinely traveling into DC and VA (and DE in summer).

Selfishly, I would love this. I can afford it and it will clear the roads, and save me an hour a day.

Realistically, this will hurt the working class poor MUCH MUCH MUCH more than it will benefit the state economy.

How could they enact this when they don't have the guts to make a reasonable increase in the gas tax (Which is to some degree a per mile tax already)?

The gas tax did go up, will go up again 1 July and again next July. Not to mention bridge tolls.

Other states have been talking about doing this for a while now, thanks to the rise of more fuel efficient vehicles, hybrid vehicles, electric cars, etc which has caused revenue from the gas tax (which is used to maintain the existing roadway network) to decline even though there are more cars on the roads.

That being said though I think it is way too premature to implement such a policy now, when all things are considered.

Rather much like how electric RATES go up when KWH usage goes down.

Raise the motor per gallon fuel tax RATE (if we must).
Don't put another new straw into our wallets.
