I live in Columbia, Columbia is small. Compared to Houston it is no larger than a pin prick. Despite what people may say, the area (21046) is not that bad and Oakland Mills (school) gets mad respect from locals.

I also used to live in 21045 (near Hammond). That area is a little bit more safe than Oakland Mills but it still has a few apartment complexes I'd keep an eye on.

You will have a hard time finding an apartment for $900/month, expect to pay upwards of $1,100 - $1,500 for a one bedroom. If you do find a place for $900/month it is most likely (as in totally will be) subsidized housing. Not sure what your opinion is on that, so I will leave to others to discuss.

Columbia is a family oriented town. Outside of its proximity to Baltimore and DC, raising families and living the stereotypical quintessential suburban American life-style is about all that Columbia has going for it.

The median household income for all of Columbia (including the Section 8; keep in mind that 'median' means directly in the middle) is roughly $100K, I would imagine Clarksville to be even more expensive than Columbia (despite the "ghettoes" you may find in Columbia, Howard County consistently ranks in the top 5 most wealthiest U.S. counties year after year). Ellicott City is possibly cheaper.

Was in the same situation few years ago. Best schools close enough to 21046 would be Hammond or Atholton. Lots of apartments zoned to Hammond. Try Kings Crossing or Dominion something.

21046 - Guilford, Hammond and Atholton are all zoned to this area. There was some redistricting during the 2012/13 school year. Several kids were moved to Fulton from Hammond and then kids from Guilford took their place. Some Atholton kids were also moved to Hammond. School digger has current ratings, Hammond slipped quite abit after the redistricting.
