Granted. Though, it would kind of kill the 30-minute commute to Baltimore that the OP is looking for.

Default Try along route 70

Eldersburg or Sykesville
The commute to Columbia is half hour - 45 min. (Have you tried audio books to help kill time in traffic?)
Further out, there are small towns along route 70, such as Mt Airy, Lisbon, Woodbine, cooksvile,which you may like. It's beautiful out there this time of year, its worth going for a drive to take a look.

The commute to fells point will most likely be around 45 minutes though.

And, OP, if you are so concerned about schools, then why is Southern PA on your list? Just because its mostly white doesn't mean its that much better.
