Is it even possible for me to use over 5000 kwh of electricity in a 1 bed apartment. That is the bill I received for 30 days

If you've got un-insulated or poorly insulated windows, etc. and are using electric heat (or space heaters), I suppose its possible.

Make SURE your metered account isn't shared with another circuit, such as outside security lights, community laundry room, garage,etc.
You're bleeding kilowatt hours somewhere...

Check to see if you were recently switched over to a smart meter. When they did ours, they didn't reset the previous kWh count (to 0), and I ended up getting a bill for over 10,000 kWh.
