Has anyone noticed how on I-95 in Perryville, MD, they replaced all the high mast lights recently? They are also in the process of replacing all the high mast lights on I-95 in Baltimore City. In addition, at exits 89 and 74, they recently replaced the high mast lights with low level lighting. And this also seems to be the case where I-95 merges with the Capital Beltway as well as at the US 50 interchange. As a matter of fact, I'm surprised that at the I-95/495/Capital Beltway and US 50 interchange, they are switching to low level lighting given the fact that it's a pretty big interchange, and therefore, it would make more sense to put up new high mast lights just like they're doing/did in Baltimore and Perryville. By the way, does anyone know when the old high mast lights at exits 74, 89, and 93 were first erected, I know the old high mast lights in Baltimore were first erected right when that part of I-95 was built which was in the 80's.

I don't know about the exits you mentioned, but at the exits south of Baltimore, they've been replacing the high mast lights with low ones. Personally, I've never understood the point of the high mast lights. Half of the light they emit is cast upon the median strip or the shoulders. Seems like a waste to me. The low lights direct the illumination onto the roadway, where it's needed.

Yes, you are correct about that. Those lights were replaced a few years ago though.
