I WOULD LIKE A CHANCE TO CHOOSE ONE OF THE WORST ABANDONED BLOCK OF ROWHOMES IN BALTIMORE AND FIX THEM UP FOR PEOPLE TO LIVE IN, BUT I DON'T KNOW HOW TO GET STARTED CAN SOME ONE HELP ME IN ANY WAY POSSIBLE.

You find a realtor or go to city hall for the records and see who owns them and if you have the money ....BUY THEM....Fix them....SELL Them or rent them. What else is there to know?

Some cities have tax breaks or other incentives to encourage just what you're talking about. I don't know about B'more specifically, but you should check around -- chamber of commerce, building department, etc.
