Along the Potomac River, the Maryland/Virginia state line is the mean high-water line on the Virginia shoreline, and Maryland has jurisdiction on the river itself, but what about where the river borders Washington, D.C.? Does that belong to Maryland as well, making D.C. completely within Maryland, or does D.C. control that part of the river?

I may be wrong but I believe DC has jurisdiction over that portion of the River it borders. Roosevelt Island, as an example, is DC's.

The river would have been transferred to the Federal Gov't when Maryland transferred its portion of the 10 mile square that became DC. The Virginia portion was returned to Virginia in the 1940s by the Federal Gov't 'because it wouldn't be needed'.

So the river inside the lines is part of DC.

DC Police have a marine unit that patrols the rivers.
