This is a great neighborhood for college students, many of whom walk to UMass. This is a 10-15 minute ride to WSU, and the rents are in the range that the OP was looking for.

Southbridge Street is a long road, a fairly major artery through the city. If there is a particular block or address you are inquiring about let me know, as the answer to your question will depend on that.

It is a long street but aside from the tip top of Southbridge, which is where the Hanover Theater is in Federal Sq, the rest of it has a fairly industrial feel. I wouldn't call any of it "bad" persay, but it's not the most aesthetically pleasing street in the city.
