There is also a yearly property tax (called Excise Tax) on the car you pay with your city/town. It is 2.5% of the value of the car but is on a schedule where it declines by 20% every year. The first couple of years are expensive. It can be in your interest to buy a certified pre-owned car where the first expensive years have already been paid.

Are you buying a new or a pre-owned car?

If new, you can bypass in person negotiations completely by going through Truecar.com or AAA website. Ask the dealers for an "all-in" price online, which will include dealer fees, registration and title costs, and taxes.

Each state can vary a bit (name/size of taxes, temporary license plates, etc,) but the overall procedure is the same. While auto dealers can be a shady lot (same all over the world) the one thing the major dealers have are "runners" that will get it all done (run) for you thus making it less painful. You do not want to go to the Registry of Motor Vehicles to register/pay taxes if you can prevent it.
