I am still trying to figure out how to see the water usage for my apartment, usually it just gets added to my monthly rent. Can I request the usage from the City Water Department?
The city or town probably won't give them to you. Asked the management company to see the bill for your unit which they have to do under MA law.
Your electric bill is high, even by MA standards*. For our previous 1k square foot condo with central air set to 76-78, the july/august peaked at ~$95. An inefficient air conditioner and/or poor insulation is where i'd focus on diagnosing the issue.
* Electricity are even more expensive than San Francisco. My impression is Boston electricity rates are ~25% more.
Are you in Braintree or Randolph?
That bill is high for Braintree. They have their own cable and electric and the lower utilities are a selling point there. If it is Braintree, have then come out and do an energy audit to see what is going on.

Is the landlord just telling you what you owe and taking it onto the rent? You never see the actual bill?
Your water bill seems pretty high. I have a single family home and 4 of us live there. We just bought the house this past February and our 1st summer bill was for $260 but that's because we filled the pool twice, watered the lawn daily etc
Speaking as a landlord, in order to bill a tenant for water use in MA there are very specific rules and regs - make sure he/she is complying with ALL of them before you pay anything.
"Under the new water law, landlords may now bill tenants separately for water if all of the following requirements are met: Landlord has installed submeters that measure actual water used in your apartment; Landlord has installed low-flow fixtures; Your tenancy started on or after March 16, 2005; Previous tenant was not forced out; There is a written rental agreement that spells out water bill arrangements; and Landlord has filed proper certification."
The electric bill also seems very high for 1000 sq ft but would need to know what else is electric and what your usage is (hot water, stove, washer/dryer etc)
I rent out a 1000 sft home in the Boston area to 2 people & the yearly water/sewer bill is about $330.00. I'm not shocked at your electric bill, but the water bill is suspect. I can't see how you have paid almost twelve hundred dollars for 7 months & my tenants have paid just over three hundred dollars for a full year?
