None of the non-lockdown countries are "back to normal" as recent resurgences have transpired. Point is, random closures are not backed by evidence and the virus WILL carry on.
I think you need to recalibrate. What they're calling "resurgences" in those countries, would be one small US city's single day total! They are in the mode of being able to locate and quickly clamp down on clusters. Massachusetts was in this mode back in June/July/August. Now we're in community spread mode here in the US, way past the point of being able to do so.

I'm quite aware of this. My only point with respect to that is only that it's come back in some form after being eradicated for quite some time. This shows that the answers are not that black and white. My bigger point is that random closures and lock-downs are not supported by data. Taking such measures just to make it look like you're are doing something and killing businesses, jobs, and livelihoods is not the answer. Those nations never implemented wide spread lockdowns or random closures. One of the biggest differences is their ability to strictly control their borders, and also their use of targeted quarantines. But there are also vast political differences in many of them.
