Considering where I just decided to rent, this is going to be something I need to stay on top of. Where I am in 38135, is Bartlett High. The house is in Memphis city. If the municipalities get to have their own districts, what is the opinion in here on if the new districts will be bound by city limits only, or take into consideration current school boundaries and leave them as they are?

It would seem that a Bartlett school system would be limited to the Bartlett city limits...and students presently attending Bartlett High (for example) who live in either Memphis or in unincorporated Shelby County would have to attend whatever school they are assigned to by the combined district.

But then, I could also be wrong

The plan for the suburbs is to form their own districts but maintain the existing school attendance zones, some of which reach outside of the city limits into the unincorporated county. I am going to assume that you are not actually in the city of Memphis, but in the Memphis annex reserve. I would think the suburban cities may want to limit their attendance zones to the city boundaries for legal reasons since any legal disputes are pretty cut and dry if all attendance zones remain in the city but the suburbs would like to take the extra kids for economy of scale reasons. The funding follows the children so the suburbs would get more funding with more students, but the unified county district may have an issue with the suburbs taking in students from the unified system's juristdiction. I would think the way it is going to play out is that the suburbs will limit their attendance zones to their city limits, but allow non-resident transfers into their district from anywhere in the county. These non-resident students will probably have to go through an application process and meet some min requirements to be accepted. There will also probably be a small tuition for non-resident students to cover costs not paid for by the general county funding. These non-resident transfer spots will be based on available space and will probably become less and less in the future as the suburbs grow.
