Hi: There is a term or a phrase which describes someone who responds to unwelcome stimuli by clamming up, refusing to answer, just pretending like they didn't hear or see the stimuli. I can't think of what that's called?
I would say "selective hearing." I don't know how it's passive-aggressive.
We all have a perceptive lens and we only let things through that fit with that perceptive lens.
For example, if I think I am really ugly and someone says I am pretty I will NEVER hear that. However, I will pick up on any and all suggestions that I am ugly.
Passive agressive is showing anger in non-agressive terms, so if the person is stonewalling you because they are angry it could be considered passive agressive behavior.

Actually I'm a bit confused by the term b/c it seems to mean 2 different things. 1. PA behavior, where you're having a fight with your spouse and they ignore you for 3 days till you guys make up and then it stops. 2. A passive-aggressive personality disorder where it's pretty much a problem all of the time with this person.
People with ADD often get mistaken for the latter b/c they do many of the same things but with a different intent. For one thing, they are just as often hurt by their own behavior as other people are and they don't do it to be mean.
My understanding of the two is that anyone can behave in a passive agressive manner, but when it is a pervasive part of your personlaity that causes problems in all aspects of your life then it becomes a personality disorder. I agree that it can seem like someone is being passive agressive when they are not. I believe that the passive agressive person has usually learned this as an effective tool in getting what they want or getting back at someone who they have perceived to have wronged them.

It's not quite as simple as that. Some people just blow you off or don't answer your question because they are too busy thinking of something else and it has nothing to do with passive-aggressive behavior.
I suggest you google on passive-aggressive behavior. And we have no way of knowing if this person was angry or not.
