What makes a person attractive?
Physical beauty + Good health + Character
You might be picking on just one attribute like physical beauty & labeling yourself as unattractive. Try to get a makeover & dress smart. Eat right & exercise for good health. Find new hobbies & read about various subjects so that you can make good conversations. Focus on being a good company to yourself & others. When you are happy & content from the inside, that glow & smile will show on your face which will be very attractive to others. Beauty is a combination of what you can see & what you can feel when you are with that person. Confidence is one of the most attractive thing. Even if you were a perfect 10, people would still try to shake your confidence, be mean, jealous, deceptive & look down upon you for some reason or the other. Its upto you how you hold your own in this world. Good looks is a plus but without confidence & character, you will be walked all over. Work with what you have to make yourself attractive. Focus on making yourself interesting. People will see you the way you look at yourself. You need to fall in love with yourself first before someone else follows. Please read some self-help books.
And what exactly is so ugly about you? Maybe you can work on that...
People can get corrective surgeries if the physical imperfections affect their daily life, including mental health.
It has to do with my jaw alignment. If you do a google search on orthognathic surgery, you should be able to find some before/afters that'll show you how strikingly it can change one's appearance. Problem is it's expensive and I don't know if surgery will cover it.

Lacking confidence has long been my issue
At this point, I'm not sure how to proceed with building a healthy social life. My insecurities have put me in a corner where I feel like I'm observing society from the fringes, as an outsider. And I can't seem to find a way in.

Find a good specialist who knows his way around the insurance system. If he can bill it as a medical issue rather than cosmetic, you're home free. Some are more adept than others at working the insurance system.
Look around your town for workshops on social skills. If there's a free weekly newspaper in your area, they usually advertise that sort of thing. If you look for treatment for depression, look for a therapist who also treats shyness and social skills issues. One way to deal with it is to just take the plunge; join a meet-up group, join a weekend hiking or other sports group, put yourself out there and make conversation with people. Little by little, one step at a time, you'll see change. It won't be a big revolutionary hit in just a week or a month. Practice makes perfect. Challenge yourself to join ONE hobby group, for starters, and build from there.

When Iwas young, I was brutally insecure. I would walk with my head down, looking at the ground. I even muttered to myself so I looked to absorbed to respond to other people. I decided eventually that my own lack of confidence was what was killing me. So I decided to take a fake it until you make it approach to confidence. I looked up. Smiled at people. Said hello. It was terrifying. But eventually I got good at it. It takes time. Might work for you, don't know.
I'm sorry but I'm finding this whole thread to be ridiculous..I mean really OP on asking that question??? You need serious help
You know there's a difference between giving someone advice and insulting them. From the way you phrased it, and considering it provided no useful advice of any kind, I'm thinking your goal in that post was the latter.

I can give the facade of walking around normally (although my insecurities probably shine through in other ways). One problem is growing up in the digital age; since I started becoming insecure/depressed, I haven't made a Facebook or anything like that, and I don't even know where to begin with making one. Not sure what's worse, no facebook or a facebook with 5 friends.

I've been thinking about it, I have to find a club that interests me first (I'm in college).
