I go to Monterrey pretty often, a couple of times a month, and do not always frequent the best areas,..I haunt some of the joints and bars down on Fco Madero...like any large city there is danger...but it is easy to tell where not to be...gang signs/drunk staggering personas/no street lights/no side walk/busted up street/busted building/surly looks/surly comments....gringo turn around, also when walking look like you know where you are going...don't walk by large vehicles with open doors or that are full of shady looking hombres...cross the street...don't go to atm's anywhere near to any bars you might be going to....go way up ,or down the street....no one even needs to know you have an atm card....leave it somewhere else if possible....what are you there for...each mission has a price...things can happen very quickly...just keep your wits about you....be extra careful crossing the street...and don't slip and fall on the wet tiles in the morning...and also unless you have an immune system like a third world person...no ice...sin hielo
