And if a regular person gets fined by code enforcement when someone tips over their garbage can, good luck getting that to go away. Double standards anyone?

The government obviously wants corruption to continue, especially public corruption. Every time they conduct an investigation they either stop because they claim not to have enough evidence, drop all charges for one reason or another, or simply find the person(s) not guilty. If you and I break the law in the most minute way the corresponding government agencies will make a big thing out of it and take it to the fullest extent possible.
