Miami Beach is the city of Miami Beach. From the most southern point of the island to 88th street. South Beach is about 41st, but the real south beach everything thinks of IMO is south of 26th or so. Once you get above 26-27th street walking to bars, clubs and restaurants is not that easy. Then there is mid-beach and north beach in Miami Beach.

Bal Harbor, Surfside and Bay Harbor are their own cities. You can easily go on Wikipedia and see the street border of those cities.

Doggiebus is mostly right, but south beach is conventionally from 1 to 23 Street (not 41). (Zip code: 33139)
Mid-beach is 24 to 63. (zip: 33140)
North beach is 63 to 87. (zip: 33141)
City of Miami Beach is from 1 (really, Govt Cut) to 87.
Surfside is 88 to 96
Bal Harbour if 96 to Haulover Cut
The entire section from Govt Cut to Haulover is the Island of Miami Beach.
