Yeah, but are the heath inspectors blind. I have been to places that are scary, yet they continue to operate year after year.

I'm not sure I understand.

Is there something wrong with going through dumpsters and then selling what you found? Is this considered stealing or something?

There is a reason why people dump things, and it's because it has no value. You're picking up trash and selling it to people.

In this case, rotten food being sold to restaurants and people.

Then, if somebody dumps something they did so because they felt what they dumped was worthless. So, pulling stuff out of the trash and selling it should be perfectly fine.

Actually "dumpster diving" as it is called is more popular in New York City. The ABC show 20/20 did a show on this subject.They have clubs that go around at night and rumage through the dumpsters of markets looking for food. What they found out is that most markets throw away fruits & veggies that are blemished and don't look appealing but are still edible. I guess the people in Miami are more resourcefull selling the stuff instead of eating it like they do in NYC!
