For many years Puerto Rico offered favorable tax treatment to pharmaceutical companies, but in the past year or so that law expired.

The article doesn't mention it, but I wonder if the expiration of the favorable tax treatment in Puerto Rico has played a role in the industry's expansion in Miami.

Anyway, kudos to the Beacon Council for the role that it has played, this is the type of industry that Miami needs to attract and expand.
