Miami-Dade is measuring to place another sidewalk that cuts in to my mothers yard within the 75th and n.e. 2nd ave. area. This new sidewalk can be problematic because its cuts into the middle of the yard and its dangerously close to her front porch. If you are familiar with this area then you know there are a lot of questionable characters and I don't want them walking closer to my mother's (shes nearly 70 years old) house... let alone her front porch/door.

Is there anything I can do to stop/pause/appeal this dumb sidewalk?

It's easier to move than fight the county when they want to "develop."

More likely than not, the sidewalk is being placed on an existing County swale which is legally an easement. Otherwise, your mother would have to be compensated by eminent domain.

Regardless, it's easier to move than fight the county on what it wants to build. Staying there with no sidewalk is most likely not an option. You either accept the sidewalk or move. And yes, it's most likely on the county owned swale.

I think the easiest thing to do would be to put a new barrier between the sidewalk and the porch. A wall? A thorny hedge? a fence?

The others are right that the city probably has the right to put in the sidewalk.

Usually when a city starts to invest in area, it's good news. They never spend money in politically powerless areas. If you mother owns her home, she is likely to see her property value increase while she stays comfortably homesteaded.

North of Little Haiti. I lived there for a several weeks and agree with ^^^ rnc2mbgfl, that if the city is actively improving the curb appeal could be a good thing for property values.
None of my business, but if the Lady has been there for almost 50 years, we assume she owns the place fair and square, an equity loan would cover for a nice, good looking tall fence (avoid the chicken wire and bare steel poles).
