Although watering is supposed to be restricted to one day a week, a neighbor east of my parents, the same ones who call Team Metro are watering most every night. I have tried to call 311, water management, the police, etc and nothing has been done. Who can be called to catch those water wasters in the act?

Team metro can't do anything about it? Do you have a video camera? Start filming and making calls.

Team Metro only seems to harass the innocent. I do have a video camera, but am not sure about the legality of using video, although my parents can see the water being used from their window.

People use it all the time for court cases. You can call team metro or the police and say here is the evidence. If your camera doesn't have a time stamp on the video make sure you record it on a watch or the tv news at say 5:30 or so.

Are they watering for less than 10 minutes with a hand held garden hose and an automatic shut-off nozzle?

Because you area allowed to water any day of the week for 10 minutes for landscape stress relief and to prevent plant die-off.

He was watering for 45 minutes with a fire hose. It was last night, tonight and who knows how many days. I will not take a video to Team Metro though, if I set foot in the office I may take out my frustration on one of them. Perhaps the police will come instead. Unfortunately they are not usually interested in video, as they did not want the video of the neighbor's son vandalizing my dad's car years back.

45 minutes ok thats not right. Other than calling Team Metro or 311, not sure what else you can do. And the enforcement dude I think has to catch them in the act. Which is going to be tough, unless your neighbor waters at a certain time like clock work.
