I definitely see the state of Florida and the county/city passing the costs down to citizens (property tax hikes/tax hikes, toll roads, other user fees, etc..) if they even decide to go through this. Also gauging Florida and Miami's conservative ideology, emphasis will be put on the private sector to build and maintain this. A cheaper alternative will be you know... actually investing in adequate transportation (no, a monorail won't do it). The underground tunnel will be unsustainable not only with construction and upkeep, but environmentally as well. Investing in high capacity transport (either government supported or PPP) is the best way to go.

The problem is Musk is looking at things through NYC, DC/Baltimore glasses. Florida simply does not have the resources or dedication to approach a massive undertaking like this the right way.

Here's a video of the failed tunnel in Vegas. It runs 1.7 miles long under the Vegas strip. Who would want to drive in that claustrophobia, no-escape tube? I would not! I got claustrophobic just watching the car drive through and meet up with the traffic congestion.

What would happen if someone's car stalled or caught on fire? There's no way to get out of that tunnel. There's not enough room to walk out if there's cars in there.
