When you come to an intersection wit ha light and it is non-functional but not completely out and one direction has a blinking yellow and the other direction has a blinking red what do you do?

Answer: The drivers with the blinking red must treat it as a stop sign. The blinking yellow drivers are supposed to "proceed through with caution". Got that? They don't stop and treat it like a 4-way stop. Only if the light is completely out with no signal are you supposed to treat it as a 4-way stop.
Thus endeth the lesson.

I almost can't tell if you are joking or stating a fact...because that is exactly how people react. Now, imagine if they are all out, then it is grid lock because everybody has the right of way.

I remember after the hurricanes when the police officers assigend at the stop lights just gave up and made US 1 into an expressway where there were no more stoplights. You just had to turn, you could not cross anymore...since the busier road's traffic flat out refused to yield to cross traffic.

It is the law. I can't believe you thought I might have been joking. This is why people need to know this. As for all the lights being out then it is a 4-way stop, as I said. Not everyone having the right of way.

You're talking about South Florida drivers.... Do you expect anything else.

Heck I'm tired of:
1. Drivers in the left lane with a posted limit of 70 going 65-70 and not moving over.
2. Drivers in the left lane during a thunderstorm that can't see and not moving over.
If you can't see, move over and at your next stop buy some Rain-X
3. Drivers using their 4 way hazard lights during a rain storm
4. Drivers on their cells phone driving too slow and not moving over.
5. Drivers doing 40-45 on an interstate or turn pike. Take the side roads people.
6. Drivers using their parking lights when it's raining... Headlights people, headlights
7. Don't wait until you reach a toll booth to get your money out - have it ready, you
know you're going to be going through a toll before you got on
8. Don't have a Sunpass.... Heck stay out of the Sunpass lane and DON'T STOP

But then again, I'm in South Florida.... Do I expect anything else... OF COURSE NOT

^^^ I am so with you, I can stand those drivers. Maybe the tri-county area needs to make it mandatory for everyone to take the written drivers test every 5 years. Its seems that many drivers here have forgotten some of the rules of driving.

This won't stop until the police enforces those rules. I personally think people texting and using their cell phone should be out of the roadways. In Colombia, South America as soon as you pick up your phone, a policeman stops you and gives you a ticket. (I have seen it myself, no one told me) We are more advanced in America and can do better than that.

I don't think this behavior is unique to South Florida though, even though I know some cities in the USA are exceptions, when you go to Europe you know where the Americans stay just by the way they drive on the left lane.

I was driving on 95 today and some lady was doing 55 in the left lane. I got stuck behind her for 5 minutes because she was oblivious and refused to get over and a semi-truck was to my right so I couldn't pass. All of the sudden, she hit the brakes and dropped down to about 35 MPH, then decided to suddenly switch lanes without looking. She switched lanes right into another car which had to swerve to its right into another lane to avoid being hit. Then the lady caught herself and swerved back to her left in front of me. I had to use all of my might to slam on my brakes and avoid rear-ending this woman. Then she switched right again across 5 lanes of traffic cutting off several other cars and barely was able to get off at an exit before missing it.

Then there was some other idiot weaving in and out of traffic across all 5 lanes. He constantly switched lanes cutting off every single car her passed within inches of the bumper and swerveing around. He never even got very far ahead because everyone else had to hit the brakes to avoid being cut off by this guy.

SNOW..... I'd park my car and go stand on an overpass of I-95 or I-75 watching the monkies play Car Wars with each other and see who comes out the winner of the Snow Derby.....

I saw a bad crash the other day at the intersection of 57th Ave and Blue Lagoon Drive. The lights weren't working, so clearly, the four way rule applied. Instead, some knucklehead decided to shoot through and slammed into another car turning. Add to that, idiots were trying to cut other drivers off, much to the disdain of the police who were on the scene.

Miami drivers are idiots. 80% of the people in this city shouldn't even be driving!
