Ohio has several: Toledo, Dayton, Akron, Cleveland, Cincy to a lesser degree and Youngstown (more population loss than Flint) also many smaller Ohio river communities like Steubenville

As for the comparisons, my first thought was WI has better roads certainly in urban areas, rural highways in MI are decent though

Lake Michigan, Michigan side is arguably much prettier, sandier, snowier, more temperate (warmer in the winter cooler in summer)

There is a huge notable difference in the quality of roads between Gogebic County, MI and Vilas County, WI. Unfortunately, the Michigan side has far worse on frost heaves on its roads, and far lower tax revenues as it is very impoverished with little tourist revenue and a practically non-functioning larger town of Ironwood. Vilas County, WI has much better roads in most cases and has far greater tax revenue coming in due to tourism revenue and massively inflated lakefront property values that are mostly seasonal summer houses.
