As far back as I can find maps, the most northern district included a big chunk of the lower peninsula.

I don't think so.

Up until 1842/3, Michigan only had an at-large district.

In 1892/3, Michigan added a 12th district and what is now the 1st district basically has had the same borders (but it was the 11th until 92 and the 1st was Detroit)

I've crunched some census numbers for both the UP and for Michigan, from 1830 to 2010. From the looks of it, the UP had enough people from the 1890 census to the 1940 census to qualify for a US House congressional district that didn't include part of the lower peninsula. Given that elections lag census and redistricting by about 3 years, that puts the time frame about 1894 to 1943 where there could have been a congressional district entirely contained within the UP. That's assuming that all Michigan congressional districts were roughly the same in population.

During that time span, all Michigan 12th District congressmen were from the UP: Samuel M Stephenson, Carlos D Sheldon, H. Olin Young, William J. McDonald, W. Frank James, Frank Hook, and John Bennet.

I found a map of Michigan's 12th Congressional District in 1917, from eBay. It shows that the 12th only covered the western half of the UP.

Also found a map of Michigan's 11th Congressional District in 1917. It shows that the 11th covered the eastern half of the UP and part of the northern Lower Peninsula.
