"the two chiefs acted as proctors during a petty officer third class advancement exam.

During the exam, Bernardo and Quinto moved a sailor to a different table and then instructed the sailor to cheat off another sailor’s test, Urban said."

I guess they did not take their proctors tasking very seriously...

I've noticed that the Navy is more serious about discipline than the Army.

How often to do you see an Army officer relieved of command? In the Army we used to joke about officers, screw up move up.

As most know it's not uncommon in the Navy for Officers to have their careers ruined by one mistake (grounding, accident).

I'm not saying it's a bad thing; I believe the chiefs got what they deserve.

Integrity and setting the example are two of the basic principles of the NCO corps.

Two chiefs were found guilty and their punishment sounds about usual.

The sailor who test was copied was allowed to re-take the exam.

And the sailor who was told to cheat will need to wait a year for the next exam cycle.

I never saw any cheating during my career, but the outcome of the courts martial sounds okay to me.

I do know that the USAF takes cheating on promotion tests very seriously. during my career, I read about a number of NCOs that were caught cheating in some form or fashion and were severely punished. As it should be.

This is not really news to me either. I never saw or knew of anyone who cheated on a promotion test but it would not surprise me. I have seen other tests cheated on, though. Our SACO NCO used to take the whiz quiz for anyone he knew was going to pop positive. Since he was in charge of administering the test, it was quite easy for him to substitute his own urine.

I never saw anything like that when I was on 2 carriers, or even on shore duty. There were way too many people taking the test and too many proctors each time for me to even imagine anyone cheating!

one way or another if the chiefs decide you should make rank you will. It might not be as blatant as this example but if those guys think you deserve it that good old boy club will kick in and you'll get the bump. That might be in the form of a great eval or a couple letters of commendation or even a NAMP but they will make the system bend for those they feel rate it..... I was an ADJ in the 80's/90's a very full rate then. I couldn't write a good test for the life of me . Took the 1st class test 3 times before the Chiefs leaned on the Skipper and he gave me Command Advancement........
