Not every veteran uses their Montgomery GI Bill to go to college. Would you be in favor of allowing those veterans to sign it over to one of their children?
I think it should be automatically transferred to the spouse or a child in the case of the service member being killed in action. I say spouse because furthering education may allow him/her to better provide for the children of same service member.

Has to be done while on active duty. I'm not sure but I think reserve service also can. "Veterans" (not currently reservists) and retirees can't under the current rules.

That's right!!!!!! I retired on July 31st 2009 and it started on 1 August 2009....

If I'm not mistaken, it was retroactive to all who served after 9/11 and if you served more than 10 years you could transfer to wife or spouse even after you retired. I'd look into this if I were you.

Not only do I support it, I did it.
My daughter is going to college using my benies.
Served in the USNR (TAR) between 1979 and 1986 in what was called then a TAR now known as FTS or full time service.
We carried green ID cards and mustered every day we just didn't go on sea deployments. We worked on our aircraft met the flight schedule went on detachments, but we trained the weekend resrvists also.
So, under the Hazlewood act (http://texas-veterans.com/education/hazlewood - broken link) (this link is to the Texas Veterans Commission) my daughter meet the qualifications to to use my educational benifits.
My daughter didn't want to go to college after seeing the amount of student loans her sister has. The Hazlewood act made a difference.
