Use the existing housing at closed military bases to house HOMELESS vets (who comprise 1/5th of the homeless population). They could also use the other base buildings to provide social services / support services etc.

Most military bases are in the middle of nowhere. How would they get groceries or other supplies?

There would be way too many issues. Homeless folks, for the most part, and homeless by choice. There are currently programs for veterans to obtain housing, if they are homeless. But it requires attending substance abuse treatment, PTSD treatment, other types of treatment, that many veterans would just as soon not participate in.

Have you been to any of these "closed military bases"? Actually toured them? I have been to several. Some of these facilities are dilapidated WWII buildings and were condemned in the 1960's...

Who is going to pay for the upkeep of the facilities at these "closed military bases" while they house homeless?

There are existing homeless veteran programs, lets put the money into them instead of trying to revive a dinosaur.

Sorry, but your intent might be good, but the reality is this could turn into a case by case disaster... There already is help. The Department of Veterans Affairs (VA) is taking decisive action to end Veteran homelessness in five years. All Veterans at risk for homelessness or attempting to exit homelessness must have easy access to programs and services. VA offers a variety of resources, programs, and benefits, Homeless Veterans
