Why shouldn't it be up and out? Should someone stay around at the rank of E-5 who hasn't tried to get promoted for over 10 years?

You're seriously saying that junior pilot warrants should be paid more than a LTC who may be a Battalion Commander or primary Division staff officer...

Yes, just because somebody who is in charge of several hundred people doesn't make him any more valuable than a specialist.

The U.S. won the war in ww2 "we would have won anyway it would just have taken longer" in 4 years because of several thousand technical people. They were the code breakers, crypto analysts, intelligence people, a few nuclear scientists and our own comm people whole comm circuits were not compromised.

Also look at the civilian side of things. Lawyers make more than mid level corporate types which is what a LTC is = to. Also pilots make more than they do. I am not talking about everybody making more than 0-5's but a few should.
