It is not an idea, it is a report. I am a retired soldier. I have used Military Hospitals, VA Facilities and Civilian facilities with mixed results.... It depends on a lot of factors, the key words
"health care might be more efficiently" would mean to me that more facts are need. That report in itself, does me, as a retiree, no good.
