I don't know if this is the correct area to ask this, and believe me it is not politically motivated:

Do veterans who have access to VA care still need to purchase other health insurance or pay a fine?

Basically, does VA care qualify as medical coverage?

Any information or places to check would be appreciated,

Veterans that have disability's from their military service that are recognized by the VA are covered for treatment under those medical conditions.

Military Retiree's and their dependent's have a medical coverage plan which includes deductibles [some plans have premiums] that cover all their health issues, but can also be covered for treatment for service connected disabilities at a VA office as well.
Different plans pay a different amount/percentage of the total costs depending on the plan you chose.

Retiree's that live a reasonable distance from a Military Treatment Facility [MTF] pay no fees for services, but are on a space available waiting list, with active duty and their dependents before them.

Depending on far a retiree lives from a MTF can also determine what plan they can qualify for, which would determine if they would want additional supplemental insurance to cover the difference...
