You said he was rated 100 for his knee due to surgery. That’s a temporary rating, and yes, usually VA will reevaluate after the convalescence period to determine his rating after surgery… so there wouldn’t be eligibility to Chapter 35.
I don’t know those forms you mentioned in bullet two, but yes, his VA compensation rate reduces when any dependent children age out (turn 18). They can be readded up to age 23 if they are in school full time (if not receiving or eligible for Chapter 35).
