Makes me wonder if it would be safer and cheaper for the base to buy mobile homes and set up a trailer park. Home deteriorated beyond a certain point then replace it. A well maintained mobile home can last more than 20 years, cost less to build than traditional homes, and are easy to replace.

Many bases are in "tornado alley" or along coastlines where there are hurricanes. Many people who are in base housing are high income with large housing allowances they have to give up to live in base housing. I'd personally give up $1600 a month to live in base housing. I'm not going to "pay" $1600 a month to live in a trailer. Base housing often has attached garages, second stories, 4 bedrooms... occupancy would decrease if this was all deleted in favor of trailers.

Base housing should meet the same standards as the cities the base is located near. Base housing doesn’t need to be fancy. It just needs to provide a roof that doesn’t leak, heating and cooling system that works without blowing mold throughout the house, working plumbing, and electrical that isn’t going to cause an electrical fire from shoddy work.

I believe the point was they’d rather live off post than in trailers. You’re making the decision binary (trailers vs shoddy housing) when, in most cases, there is adequate off post housing stock available.
I grew up out West where trailers are often used as single family homes on a fairly large bit of land and done up nicely, but that doesn’t make them awesome housing. Many people like to live on post, but would be horrified at the thought of a government trailer park, even with the ‘to local and regional standards’ qualifier. Those standards aren’t that high, nor is the result attractive.
