Retired, not eligible for MGIB, did not sign up for VEAP - is there a new Montgomery bill I could use? (training, veterans)

I retired in 2004 after 25 years. I joined in 1979, and knew that I did not qualify for the Montgomery GI Bill, and I never signed up for Veterans Educational Assistance Program (VEAP) where you put money in and the government matched 2 to 1 I believe. So when I retired I knew I did not have education benefits.
Now I'm hearing there is a new Montgomery bill that covers me? Anyone know anything about this?
