Green Acres out by Stillwater and Buck Hill in Burnsville both have tubing hills/rentals. Sleds are cheep, under $10. Just buy one.

You can get a cheap sled at Target for $10. A good place to go is the golf course at Town and Country Club on Marshall Ave and Otis Ave in Saint Paul. Nice steep hills and a great view of Minneapolis from the top!
