So far I only know of Buck Hill (309 feet of vertical drop)
Are there any Hills with better vertical drop within 45 mins drive of Saint Paul?

I don't know about vertical drop but Afton Alps has a lot more runs. Welsh Village is another place to try. There is also a place in Kimball that is ok, about Buck Hill quality.

Welch Village is probably the best. Welcome to Welch Village Minnesota's Premier Skiing and Snowboarding Destination

Afton Alps is better than Buck Hill - not much longer runs but a little more variety.

Well, Afton is definitely closer but I think Welch Village is better. You should try them both.

Welch has "Chicken" and "Bakkelyka", which were two of the more intense black diamonds I know of in the immediate area. But I see there is now a "Back Bowl" that has lots of challenging runs as well, which wasn't there when I last skied there.....looks fun!

I strongly agree with this. Welch has better runs, is laid out better and is far less crowded. Afton is laid out strangely - at one point they had as many lifts as Vail.
