Due to the shutdown, everyone should allow you to continue to use your expired license.

I was recently a volunteer ID checker at a concert and we were instructed that if your license expired in the last month or so we should allow you to drink because of the shutdown.

This was advice given by Mpls police. So, the same should apply with driving. Ask a cop if you are not sure. Yeah it could cause a hassle if you get a jerk cop but I think the odds are pretty low, just drive safe!

I think the problem is going to be more of a issue, if you are driving out of state, or attempting to get a rent a car.

Out of State they may not know the shutdown, and what all it effects.

I think you would find that you would get into MORE trouble renewing a license in a state where you no longer live than the off chance you get pulled over while driving out of state and have to explain that the state is shut down and you can't renew your license. It's a pretty easy task to verify that information in the event that you do drive out of state and get pulled over.
