Depends where you are. This map shows the areas where noise is the worst.

I can verify that the noise is really bad in the area of Eagan around 494 and Pilot Knob. However, if you go a little bit south of there the noise fades away fast. Where I was previously living near Pilot Knob and Diffley there was no noise at all.

Mendota Heights is going to have very limited public transportation options, Eagan has better options. I would agree with everyone else, find something on the light rail line. There are some newer condos across the street from the 34th Street Station in Bloomington that is just a couple stops from the airport and would be a quick, easy, easy way to commute to the airport. You wouldn't have to worry about parking, just leave your car at home and walk across the street. I can't remember what the name of the condos are though, sorry. There are two buildings that face 34th street right across from the new light rail stop. There are also several apartments along Old Shakopee Road, pretty much across the street from the Mall of America that again would give you walking access to a light rail stop.
