Loitering is one thing - it's summer, people hang out, and I'm OK with that. Even street level drug purchasing is pretty small change in my book; I don't call in every dope deal I see. But if it looks like major trouble is brewing, I don't wanna see bullets flying my my neighborhood, we've got about 30 kids on this block.

I get it, but we aren't talking about drug dealers necessarily. There was no mention of observing any drug transaction taking place. It was just "suspicious loitering."

Yep, I read them and that is the impression he gives off. Call the police department and ASK THEM how they would chose for someone to deal with a situation like this--they will tell you they prefer if you call THEM to deal with it and not take matters into your own hands.
