What are some areas in the Twin Cities that are walkable and affordable? I am a young woman so I also want the area to be safe. It would be nice also to be near the train or a good bus system, but I've resigned myself to the fact that I probably will need a car and not be able to rely on walking or public transit for everything.

Well, I would say under $750/month.

Where do you need to commute to? Do you need to live in St Paul or Minneapolis? How long of a commute are you willing to make and how far can you walk to the nearest bus or rail station - bearing in mind how cold it can get here? Forrent.com will let you search rentals based on closeness to public transportation.

I'll have to check out that website. Still looking for a job, but currently I'm leaning more toward St. Paul and hoping something pans out there.
