I doubt that they'll do another evaluation prior to the three year mark that is the standard for new evaluations with an IEP unless there are new concerns. Unless you are open enrolling you do need your new address. Once you know what district you like I would call them, or the school, and ask them your questions. Also, I would consider touring a few schools that interest you now. You can get a sense of how their special ed program works and their familiarity with ASD. Many are very familiar with it and do a wonderful job. They will not deny him for having a disability, they can't, it doesn't matter where you choose.

It will take as long as your current school takes to send it. They COULD send it in a day and the new school could have it within a week, whether they will do that or not isn't something we could answer. If you move up here in the spring and enroll him in say early June, you will be more than fine getting his paperwork in order. One thing to note, MN does have kindergarten screening. Not sure how that works for people moving in from out of state but it might be something you will have to get done over the summer. Typically schools do this over a day or two or three in the spring but I am sure they have some accommodation for people moving into the area after that.
