They say for every one person that complains or asks there are many more that just don't say anything. But over the years I have heard scores of people at work, at school, at church, all complaining about season appropriate clothing not being available.

go to an outdoors store like Gander Mountain, REI, etc.

Yep, and that's why stores stop carrying it when they do -- they do not want to be stuck with a ton of inventory that won't move or needs to be seriously discounted. It's a loss for them when they do that.

Sure, they lose out on a few potential sales, but that's better than the alternative. I used to work for Target, and I still work with retail clients in another industry. There is a reason for why they do things like this, even though it might not make sense at first glance.

Regarding swimwear, bear in mind that there are a lot of people going to warmer climates now or in the near future (Florida, cruises, Spring Break, etc.), so that's why you see it.

I thought the swimwear was a public health measure aimed at decreasing depression by reminding us that, some day, it will again be warm enough to go outside in almost nothing.

It seems crazy but that's how it goes at a big discount store, they don't want to be left with excess inventory. Gas stations always have gloves I think.
