There are lower income apartments in Woodbury, mostly on the older west side of the city, west of 94.

You mean 494? 94 runs east and west.

From what I've seen, the Western suburbs don't grow not because of lack of character or popularity or whatever but because of lack of space. Robbinsdale for example is sandwiched. Awesome place, but it's pretty much as big as it'll get. They've done most of their physical outward expansion already. Being a mostly senior area I don't think they'll be building up either.

Not sure about Woodbury in terms of the future, but every suburb is a little different in what they focus on providing for the inhabitants. Some are more shopping oriented while others are for living needs. May change in the future, but most people don't mind the commute enough to change it.

A communities growth also depends on city planning, oddly enough, and being someone who lives in the cities I find it every so slightly more difficult to travel East into Woodbury than just hopping on 35 to go Northeast (Roseville) or South.

The western suburbs have ample space. But not for suburban size lots. Wonder what is going to happen to all these suburbs if the stories about water availability become true. If there is a big jump in the cost of water, those huge lots are going to be white elephants.

Ultimately, I feel growth will hinge on whether St. Paul can attract jobs and develop on par with Minneapolis.

Partly on how traffic flows to Minneapolis in the morning, and back to the east in the evening. If employers would ever adapt to telecommuting or flextime, that would free up more east Metro development. Kinda stupid how hard it is get that evolution going. Nobody wins with that twice-daily gridlock. And the atmosphere loses.
