Only parts of Phillips are really reformed. None of it is declining, but there are still spots where you would be quite the pioneer. Lake and Chicago, and most of the Lake corridor is pretty good. The northern parts of Park are livable also.

The area around Cedar and 42nd is a good area. I rented a block away from Lake Hiawatha for several years and loved the area. Stay east of Cedar Avenue, tho. It gets slummy feeling on the west side of it.
