I want to put out some individually wrapped mints or other small candies in my waiting room. I would expect them to be sold in a larger package, but I've looked at my typical shopping spots and can't seem to find this!

Have you checked Rainbow foods? They have a large bulk candy section, often right next to their produce.

No, I just assumed they'd be like Cub, where we shop. Rainbows in our neighborhood have poor quality produce, which is about all we buy at the grocery store.

I think Rainbow Foods stores are different. I'm going out and will see if I see them. I don't go to Target, but even if I did, I wouldn't expect them to have it. Another possibility might be Walgreens.
