For me personally, yes - I would say that Richfield and South Minneapolis are better options than the other areas you've mentioned...especially in the 150k price range. If you had a bigger budget and were enamored with the suburbs than Eagan or West Bloomington would probably be the way to go.

I really like the West 7th area. It would be close to Bloomington, too. I also like the East Side of St. Paul, SSP, Inver Grove Heights, and Maplewood... You can definitely get nice houses for $150K or less in those neighborhoods...
