Boise also was ranked ahead of San Jose, CA which is the largest city in Silicon Valley. Minneapolis ranked 17th and San Jose ranked 19th on the list. That is a ringing endorsement. Adding 10,000 people to Boise has a greater percentage growth effect than adding 10,000 people to Minneapolis or San Jose.

I imagine Silicon Valley is VERY expensive to live in or around. If workers are living in San Francisco, they either find San Francisco a more rocking place (but in no way cheap) or Silicon Valley makes even San Francisco look cheap. Now Seattle is definitely more expensive than Minneapolis. Better weather, too. So I can easily see why it ranks higher. The places in North Carolina I am totally knowledge-free about, but it could be a combination of high paying jobs and less severe winter weather. Florida cities, especially not in the usual shore-landing areas for hurricanes, have some pretty good amenities. A good buddy got a condo on the eastern seaboard.

I just noticed that these findings related to metropolitan areas, not particular cities. Some of those growth rates come to look very small when it encompasses a whole region. But the unemployment rates are significantly below the states they are part of. so either people can't be drawn to them to take jobs, or they are very strong job generators. Hard to decide which is the case sometimes.

We're expected to surpass 400,000 this year, I believe (wish I could find source, but I remember seeing it). And a the worst of North emptying out seems to have come to a pass. The foreclosure crisis isn't completely over, but things are in a lot better shape than a few years ago.

These numbers are a statisticians guess. Hard to tell whether to take them seriously.
